Russia may enter international partnerships for rare earth metals processing

Russia is working on establishing international partnerships for the advanced processing of rare earth metals at the Angara-Yenisei cluster.

On the Russian side, such companies as Norilsk Nickel, Rusal, Areal, Rostec, Rosatom, and others have expressed interest in participating in the corresponding projects.

At the state level, dialogue is underway with companies from China, India, the Middle East, and Indonesia. Interest from foreign partners is high, despite Russia's continued technological limitations and external pressure (import dependence in some areas, payment issues, and the risk of secondary sanctions), as reported by Alexander Maslennikov, deputy secretary of the Russian Security Council.

To attract investors, the Russian side has already established a separate autonomous non-profit organization. Construction and installation work on the first facilities is planned to begin in 2026 - 2027, according to Dprom news portal.
