The Chairman of the Board of the ANO (Autonomous Nonprofit Organization) “Clean Arctic” made a presentation at the All-Russian Youth Educational Forum “Territory of Meanings”. According to cleanarctic.ru, the forum takes place in Solnechnogorsk on the basis of the Management Workshop “Senezh” of the ANO “Russia - the Land of Opportunities”. The first shift is devoted to modelling the system of municipal administration. Its participants will be able to learn about the development of cities in Russia, communicate with experienced managers and develop the concept of a metropolis that is comfortable for children and young people.
According to Gubaidullin, the environment has a tremendous impact on the people’s life quality. And all spheres should work to improve it. For example, 145 specially protected natural areas have been created for this purpose in Moscow by now. There are several dozen eco-trails and routes, and about 30 parks and nature reserves are open, 90% of residents have access to green areas within walking distance, in addition, over 1,000 electric buses are used in the city, another 420 buses will be added this year. The waste management industry is developing at a serious pace: there are 16 facilities for waste handling and disposal of municipal solid wastes. Within the last two years, several flagship waste processing enterprises have appeared in the Moscow agglomeration. In addition, over 22,000 container sites have been equipped in the city and over 60,000 branded dumpsters have been installed. Last year, a kind of record was even broken because over 1 mn tonnes of recyclables were collected as part of the separate waste collection programme.
Gubaidullin emphasized that both large cities and small towns follow this approach. To confirm his words, he presented the concept of the development of the metallurgical centre of Russia to the forum participants.
“The Arctic Technopark will soon be set up in Norilsk,” he said. “A real technical revolution will take place there.”
The plan for the development of the city until 2035 has already been approved by the Government of the Russian Federation. More than 264 bn roubles will be invested in the development programme. Part of the money will be allocated by the federal and regional budgets, but the main funds will be invested by Norilsk Nickel.
Architects and designers (the prize winner of the competition for the best renovation concept of Norilsk was a consortium led by the Higher School of Economics, which includes six companies from Russia, Austria and France) have already proposed an impressive plan for creating, in fact, a completely new city with residential eco-quarters built according to the “smart” SmartEcoUrban technologies; with an Arctic Technopark that is conceived as an accelerator for the technology companies focused on improving Norilsk. There will be super-houses having built-in warm streets and ‘polar’ living rooms where people can enjoy all-year-round summer, as well as other ultra-modern buildings.
“If all the plans are successfully implemented, Norilsk will become the leader in the Arctic zone,” said Gubaidullin. “And its experience can be used by other northern cities that should become as comfortable as possible for living like Moscow and St. Petersburg are.”
