A progress in the Comprehensive Development Plan for Norilsk and environmental projects of Nornickel is the result of the Clean Norilsk program in many ways, according to the Russian Federation Council.

At the plenary session on December 14, Deputy Chairman of the Federation Council, Galina Karelova, informed about the implementation of the Decree of the Federation Council “On the socio-economic development of the city of Norilsk, Krasnoyarsk Territory”.

“In November, a group of senators visited Norilsk as part of regular monitoring. The city is carrying out large-scale work on its development, including the facades restoration of residential buildings, the replacement of street lighting, the modernization of housing and communal services and engineering infrastructure. Also, work is underway on thermal stabilization of soils, clearing the territory and implementing the Sulfur project,” said Galina Karelova.

According to her, the city has changed externally. “In many ways, this is the result of the Clean Norilsk program, thanks to which 81 facilities were dismantled in 2022, more than 670,000 square meters of territory were cleared. By the winter season, 15 heated bus stations have been installed, and another 20 are planned to be put into operation before the end of the year.”

Construction of new facilities is also underway, said the Vice Speaker of the Federation Council. “We visited the construction sites of several residential buildings and clinics in Talnakh, got acquainted with the design solutions for the construction of skyscrapers with landscaping, a kindergarten and a school in the Oganer residential area.”

It is important that the first social facility - the Norilsk Complex Center of Social Services for the Population – was opened in November of this year, Galina Karelova emphasized. “The building has been overhauled; the merger of several social organizations has been completed. Thus, a single social space has been created, where about 6,000 Norilsk residents can receive all types of social services.”

Despite all the difficulties that the economy has faced this year, the short construction season and the Arctic conditions in general, the authorities of the region and the Nornickel company are making great efforts to implement both the Decree of the Federation Council and the Comprehensive Plan for the Social and Economic Development of Norilsk approved by the Government, stated the vice-speaker of the upper house of the Russian parliament. “For 2023, the federal budget provides funds for Norilsk in full, which will speed up the solution of the tasks facing the city. The profile committee of the Federation Council will continue to monitor the implementation of the Resolution,” said Galina Karelova.

Senator from the Krasnoyarsk Territory, Andrey Klishas, thanked his colleagues for their constant attention to the problems of Norilsk. According to him, everyone in the region feels that parliamentarians keep their finger on the pulse. "We will continue to work very hard in conjunction with the government - the city - the company in order to achieve the goals that have been set for us," the senator assured.

According to Federation Council Chairman Valentina Matvienko, this result is a concrete example when senators initiated a major project - a comprehensive modernization of the city of Norilsk, whose residents deserve special attention. “As a result of systemically adopted decisions, the program is being implemented in accordance with the plan.”

The Speaker of the Federation Council thanked the leadership of the Krasnoyarsk Territory, the mayor of Norilsk, the Nornickel company and personally Vladimir Potanin, who are aware of their responsibility and are now actively contributing to the implementation of the project for the comprehensive modernization of Norilsk. “This project is being implemented mainly at the expense of the Norilsk Combine and personal funds of Vladimir Potanin with the participation of the Norilsk budget and support from the federal budget,” said Valentina Matvienko.

This project, she believes, must be brought to its logical conclusion. “For Norilsk to regain the glory of the capital of Siberia and the beauty that we have always been proud of. The senators regularly visit Norilsk, control the progress of work, and make adjustments if necessary. I ask you to actively continue this work, and to the senators from the Krasnoyarsk Territory to keep this issue under control,” said the Speaker of the Federation Council.

“We must implement this project together, by joint efforts, what is called “turnkey”, so that the workers of the Norilsk plant, the inhabitants of Norilsk live in decent conditions,” Valentina Matvienko is sure.
