Dmitry Sviridov, Deputy Chairman of the Parliament of the Krasnoyarsk Territory, spoke about the experience of interaction between authorities at different levels and city-forming companies in Norilsk.
"It is important to note one of the most important features of the Norilsk Industrial District: without the cooperation of municipal, regional, federal authorities and Norilsk Nickel, it is impossible to ensure the efficient development of the city and the territory. In recent years, the city has continuously implemented large-scale projects within the framework of public-private partnership, and I am sure that the experience of Norilsk can be successfully transferred to the socio-economic development of other Arctic territories," said Sviridov, speaking at the international Arctic legal forum "Conservation and Sustainable Development of the Arctic: legal Aspects" in St. Petersburg.
The Arctic zone of Russia, where the largest Arctic cities of the country are located, covers more than 4 million square kilometres.
Such industrial and mining giants as Nornickel and Rosneft are implementing large-scale investment projects in the Arctic zone of the Krasnoyarsk Territory.
Four settlements in the region - the agglomeration of Norilsk-Dudinka, Dikson and Khatanga - are included in the register of ‘anchor’ Arctic cities of Russia, which should become a springboard for large-scale socio-economic development of the Arctic zone of the Russian Federation.
The master plan for the development of Norilsk, which has been successfully implemented since 2021, according to a four-party agreement between the government of the Russian Federation, regional authorities, Norilsk Municipality and Nornickel, has become a guideline for master plans to develop other ‘anchor’ cities in the Russian Arctic.
