Russia may create new corporation for Arctic exploration and development

28 november 2025

To coordinate the development of the Russian Arctic within the framework of the new integrated project "Arctic and Transarctic Transport Corridor", the creation of which was supported by President Vladimir Putin, it is necessary to create a special development corporation, said Andrey Chibis, Governor of the Murmansk Region.

The corporation is designed to attract long-term investment, including foreign capital in Arctic projects. "In our opinion, it is necessary to create a special development corporation that could issue long Arctic bonds, among other things, with appropriate state guarantees. That is, to attract money here for those projects that are necessary for the state," Chibis said on RBC Radio.

According to the governor, the initiative was supported by the Maritime Board and the State Council Commission on the Northern Sea Route and the Arctic.

As Chibis noted, the project is designed to integrate all key areas of development: ensuring national security, mining and deep processing of minerals, and the formation of a connected transport system combining the maritime corridor with railway infrastructure, river routes, and transport hubs.
