Russia to strengthen state control over precious metals and gems

In Russia, the plans are to strengthen state control over precious metals and gems and the proposal is that three state-owned laboratories, namely, forensic expert institutions of the Ministry of Justice of the Russian Federation, Interregional Department of the Federal Assay Chamber for Laboratory Research and Hemological Expert Examination, and the Russian State Precious Metals and Gems Repository (Gokhran) are expected to fulfil functions relating to the compliance certification of precious metals and gems. Such a document was passed in its first reading by the State Duma deputies at the plenary meeting held on October 15. 

At present, private gemological laboratories are engaged in certification of precious gems. 

According to the bill, it is also proposed to grant authority to the Government of the Russian Federation to determine the list of precious metals, precious gems and products made of them with indication of codes of jewels in accordance with the EAEU Commodity Nomenclature of Foreign Economic Activity (EAEU CN of FEA), as well as to specify the procedure for their compliance certification.

The document received positive feedback from the Government of the Russian Federation. 

Oleg Dimov, a member of Russia’s State Duma Committee on the Financial Market, noted that the committee supports business concerns, and its members are ready to work out a document for the second reading by the State Duma deputies.

“There are several negative points of view expressed by the business community, Chamber of Commerce and Industry of the Russian Federation and the Guild of Russian Jewelers,” the deputy said. “Currently, over 190 private hemological laboratories carry out certification of precious gems in Russia, and they will not be able to carry out mandatory certification after the adoption of the law.”

Dimov added that the Cabinet of Ministers in its conclusions requested to specify and postpone the date of putting the law into effect from March 1 to September 1, 2025 so that the organizations would be able to undergo an accreditation process.
