Nornickel to invest up to $1 billion in copper processing plant in China - report

17 june 2025

Norilsk Nickel plans to build and commission a copper concentrate processing plant in the Chinese city of Fangchenggang by 2027, as reported by Prime agency with a reference to Roscongress materials.

Investments in the plant with a capacity of 450,000 tons of copper per year are planned at $500 million - $1 billion, according to materials prepared by the Roscongress for the St. Petersburg International Economic Forum (SPIEF) 2025.

In mid-2024, sources reported that Nornickel was considering a possible joint venture (JV) to build a copper plant in China. At the same time, they noted that the plant’s output would most likely be consumed within China.

Part of the production from Nornickel’s Copper Plant will be transferred to China. This will bring the goods closer to the place of consumption and the final product will be sold as Chinese. In addition, moving part of the production to China will help completely resolve the issue of sulfur dioxide emissions.
