Gas processing plant project in Yakutia tops the ranking of TPD, Trutnev said
We are talking about the construction of a gas processing plant and production of methanol and carbamide, Deputy Prime Minister said. "This project is in the first place in the TPD ranking by its economic performance," he said.
Earlier, Yakutia’s government informed about the TPD project involving gas chemistry, gas processing and carbamide production in the village of Nizhni Bestyakh.
Currently, the TPD ranking list is headed by a Territory of Priority Social and Economic Development called “Zarechye” (located in Yakutia), followed by "Bering" (Chukotka), "Khabarovsk", "Kamchatka", "Nadezhda", and "Komsomolsk" (located in the Khabarovsk Territory).
The project to create a Territory of Priority Development called "Diamond Valley" specializing in diamond cutting and jewelry manufacturing is not included in the "short list," Yuri Trutnev said.
The three top projects will be considered at the next meeting of the committee in the first half of February, according to Yuri Trutnev. The decision on the first TPDs will be made publicly and with the participation of investors associated with these projects "after ... it will be clear that the investor understands what kind of project this is and if there are necessary resources." After this, the projects will be submitted to the government and receive official status.
"We hope that we will have the first TPDs in the first half of the next year. Totally, we shall start working on 5-6 territories in the course of the next year," Deputy Prime Minister said.
Overall, there are 13 finalized applications for the establishment of TPDs, Trutnev said. "For us, it's a long list, from which we select a short list. So far, the short list will include three TPDs. We cannot create 13 territories of priority development simultaneously, because these projects need to be examined in detail and thoroughly," he said. To this list we can add new projects initiated by buisnesses interested in establishing production in the Far East, Deputy Prime Minister said.
While establishing territories of priority development, it is planned to attract investments outside of the state budget in the proportion of 1 to 10 (1 ruble from the state versus 10 rubles from investors). TPD residents will have the right for quicker VAT refunds and will have to pay lower insurance contributions (at the rate of 7.6%).
