The Russian government has supported draft amendments to the Code of Administrative Offences, which set fines for employers for concealing information about work-related accidents. The relevant initiative is currently being considered in the State Duma.
The proposed amendments provide that concealment, intentional distortion or untimely communication by the employer of complete and reliable information about the accident to the appropriate authorities entails the imposition of an administrative fine on individuals in the amount of 1,000 to 3,000 rubles.
Officials will face fines ranging from 20,000 to 30,000 rubles, and legal entities - from 130,000 to 150,000 rubles.
According to official data, in the period from 2019 to 2024, 5,007 hidden accidents were detected in Russia, of which 1,277 were fatal. In addition, 1,608 accidents were detected in 2024, which employers tried to hide, of which 348 were fatal. An analysis of statistical data shows that the number of concealed accidents in 2024 exceeds the same figures in 2020 by 171.6%.
In total, the proportion of concealed accidents from year to year is over 11% of all accidents with serious and fatal outcomes investigated during the year.
