The effect of a turnover fine for violation of industrial safety rules will be extended to all types of underground mining facilities, according to a draft law developed by the State Duma Committee on Ecology.
According to the document, the amount of the turnover fine should be from 0.01 to 0.1 of the total amount of the company's revenue, but not less than 15 million rubles.
In September 2025, turnover fines were introduced for coal miners in case of death of two or more workers.
In 2024, an accident occurred at the Pioneer mine of Petropavlovsk Group of Companies, which claimed the lives of 13 miners, and in 2017, an accident at the Mir mine of ALROSA led to 8 casualties.
