Russia to impose temporary management for security violations at critical enterprises

16 september 2026

Russian president has signed a decree "On Measures to Ensure the Security of Critical Infrastructure Facilities of the Russian Federation," under which a temporary management may be installed at certain enterprises in case of security violations.

The document establishes the possibility of imposing temporary management over the assets of a business entity if it fails to ensure the security of a critical infrastructure facility, violates established requirements, poses a threat to the facility's security or normal operation, or fails to restore its functionality.

The decision to impose temporary management is made by the Government of the Russian Federation based on an instruction from the president of Russia. The decree classifies the following as critical infrastructure facilities: fuel and energy complex facilities; industrial facilities; communications, utility, transport, and logistics infrastructure; energy and life-support systems; as well as critically important and potentially hazardous facilities.

Temporary management may extend to the business entity's movable and immovable property, securities, equity stakes in Russian legal entities, and property rights.

If temporary management is imposed, the Federal Agency for State Property Management acts as the temporary manager, unless another entity is designated by a government decision based on an instruction from the Russian president.

The decree entered into force on August 24, 2026, on the day of its official publication.
